For example, in August 2000 MSF pulled its medical teams out of parts of Kosovo. ’’ Not surprisingly, one of MSF’s expatriate staff members who had worked in Srebrenica helped draft the statement. These types of decisions—whether to risk access to populations in need of assistance in order to advocate for their physical security—are wrenching. A much easier protection step for humanitarian agencies to take is to better safeguard the security of their national staff through, among other measures, including them in organizational evacuation plans.
The Conventions also confer rights and responsibilities on humanitarian actors during wartime. Humanitarians aim to relieve civilian suffering and, as such, to protect civilians from many of the harmful or deadly effects of war including deprivations of food, shelter, and medical care. The humanitarian role in physical protection from violence is less clear-cut. Some analysts argue that the mere presence of humanitarian actors provides protection to civilians. However recent experience has suggested that presence may also confer a false sense of protection, and that humanitarian presence may paradoxically present an obstacle to effective military action aimed at neutralizing aggressive forces.
D. intervention could be expected to halt, or even ameliorate, suffering. Nonetheless there are situations in which humanitarian intervention is justified. It can still be said that there are no words for these situations; it is not possible to create succinct definitions when describing such events. Atrocities from the death camps of World War II, to Pol Pot’s Cambodian killing fields and Idi Amin’s Uganda, to Rwanda and Darfur, do not all fit neatly into one category. Yet however hard it is to define what might constitute unacceptable abuse, or to set a threshold for intervention, it is still possible to appeal to the international community’s intuitive sense that, in certain cases, it is simply not acceptable to stand by observing the worst abuses of populations by their states.
