There should be a uniform taxation on all railways, canals and lands and these should pay all rates except the domestic water rate in Dublin. Management of roads shall be trans ferred from the grand jury to the corporations or townships as the case may be, they paying the grand jury from time to time their fair proportion of the county at large charges. If Rathmines is not annexed to Dublin the unlimited powers of rating given by the Act of Parliament should be limited. If the townships are not annexed to Dublin no alteration should take place in the present city wards or number of the council except for Grangegorman and Dolphin1s-barn.
