Nachdem Lateinamerika seit rund 15 Jahren wieder durchweg demokratisch regiert wird, zeigt sich immer deutlicher, dass die Rückkehr zur Demokratie keineswegs mit der Herstellung rechtstaatlicher Verhältnisse verbunden struggle. Die Gleichheit der Bürger vor dem Gesetz ist nach wie vor eher die Ausnahme als die Regel in der sector. In nicht wenigen Staaten sind Gewaltübergriffe und Korruption der Amtsträger eine alltägliche Erscheinung.
