In countries with weak public sector financial management systems, high corruption and ineffective monitoring systems SWAps are not likely to yield desired results. SWAps are also not useful for cross-cutting sectors such as gender, rural development and the environment and in some circumstances could be just as demanding of recipient public sector officials time and resources than aid projects.
However, the results from the 2006 survey point to a number of areas in which donors clearly need to improve on. In most countries there is considerable discrepancy between the aid funds disbursed by donors and the funds that are actually recorded in recipients’ budgets. Aid flows also need to become more predictable with the amounts disbursed by donors becoming more in line with the amounts committed. It is also clear that coordinating activities requires a far greater time commitment from donors (OECD, 2006).
