Besides the relations dealing with institutional issues, this research looks at relations dealing with policy issues. The population of cases is policy issues in which both organizations are engaged contemporaneously, a criterion that is crucial: there are policy issues that are irrelevant to the research project, since only the EU or the COE is tackling them. Thus, there is no organizational overlap and, hence, no interorganizational relationship between the EU and the COE that this research could possibly look at.
Since there are currently over 300 self-standing international governmental organizations operating around the world (Pevehouse et al. 2004: 106), the results are not only relevant to scholars of European integration, but also might be of relevance in their potential application to different IOs in other parts of the world (see Chapter 9 for a discussion on whether the results can be transferred to different contexts). 1 Historical development of the relations between the two IOs – EU and COE The legal foundations for the EU–COE relationship date back to the 1950s.
The study is backward looking, as it seeks to explain this variance in its full complexity by analyzing the effects of a number of explanatory factors (and combinations thereof) on a single dependent variable (Scharpf 1997: 24–7). It adopts a process-tracing approach to uncover and explain which factors account for the state of IOR (cooperation/conflict) between IOs. In a nutshell, process tracing ‘attempts to identify the intervening causal process – the causal chain and causal mechanisms – between an independent variable (or variables) and the outcome of the dependent variable’ (George and Bennett 2005: 206).
