These were Indians who did not live in their place of origin, and thus did not have mita obligations to a particular encomendero. Instead these forasteros paid cash tribute to the Crown itself and were free to pursue wage labor as agricultural workers, artisans, and so forth. Many forastero communities undertook legal battles pitting Crown interests against those of the local elite. In Cuenca in 1666 the forasteros, who had been forced by the local elite to provide tribute agricultural labor, threatened to leave town unless this practice stopped.
