In the first, I consider the insights of mainstream IPE literature into the drivers of preferential liberalisation among developed countries. In the next, I make the case for constructivism in IPE. I show how – despite the difficulties some constructivist accounts have in showing why certain ideas trump others – the prevalence of neoliberal thinking in trade policymaking circles suggests that one important reason that certain ideas matter (in an uncertain social world) is that they are treated as though they were material constraints.
He contends that in emerging economies, such services markets – which include telecommunications, professional services, retail banking and other financial services and utilities – are often marked by large economies of scale, requiring significant ‘sunk’ investments (see Manger 2008: 2459–60). These market structures give ‘first-movers’ an advantage over potential competitors, allowing them to establish a dominant market position and deter further entry. As a result, services firms may lobby their governments for preferential access to such markets for two reasons.
