In each there was a High Steward or Seneschal who, by the thirteenth century, had taken all the lay functions of administration off the shoulders of the Abbot. In Bury St Edmunds the stewardship was hereditary, but early in the Middle Ages the hereditary Steward delegated the actual work to a sub-steward who had to see that the numerous officials of the liberty did their duty.
