Perceptions from the Periphery 23 Theme 2: Transformation at the Core – Implications for the Periphery The description in our introduction of the core–periphery distinction suggests a concrete and unchanging scenario. The utility of such an approach to clarify the construct may at one level hide a more complex picture. In contrast to the simple conceptualisation given earlier, this analytical theme takes as its starting point a notion of dynamic between the core and the periphery. As Selby points out in the third case study, policy decisions have been taken at the core which are intended to reduce the disadvantage felt at the periphery.
