Williams The application of fire science offers an example of this distinction. One of the most exalted topics in fire science is fire-behavior modeling, which is intended to help fire-fighters anticipate how a wildfire will spread. But as one highly experienced fire manager once explained, he would never rely on such models, which he saw as over-simplified and exceedingly poor at factoring in local topography and meteorology. He would much rather rely on his experience in fighting wildfires in his district and elsewhere.

Recognizing these aspects is essential to understanding the role of place in decision-making (Castree, 2003; Cox, 1998; Kirby, 1989). The increasing interaction and interdependence of places across landscapes suggests we need a more dynamic interpretation of place to capture the special contexts and everyday processes that shape life and interactions among people and their environments (Castree, 2003; Staeheli, 2003). As Castree suggested, people cannot put up barriers to the outside world and survive.

In an interactional interpretation of community (Flint & Luloff, 2005; Wilkinson, 1991), place plays an important but incomplete role in the emergence of community. Community emerges through collective actions by people who share common interests and care about the place in which they live (Flint & Luloff, 2005; Luloff & Bridger, 2003; Wilkinson, 1991). Therefore, although place and community are not synonymous they are strongly linked. The concept of a “community field” is helpful in understanding how people with diverse social interests join together in the common concerns of a community to take action or influence decisions about their shared place (Theodori, 2005; Wilkinson, 1991).
