Voluntary organizations were highly active during the response to the Wenchuan earthquake but were not able to act in a coordinated manner with government, which restricted their involvement. By the time of the Lushan earthquake in 2013, the number of organizations engaged had increased substantially, and their collaboration with government was significantly improved.
