When you hang the dolly upside down, you need to have some clearance for the rig to rotate without hitting the track. This lowers it with plenty of room no matter what you are going to use as track. If you don't need to rotate the camera, there's no need for the floor flanges or this pipe. At some point on some shoot, you'll probably have a need to rotate the camera, so I'd advise going ahead and building this aspect of the rig.
