Under pressure to reform, the sugar industry, by adopting best management practices, would quickly learn to cut fertilizer application by more than half, bringing phosphorous contamination levels below one hundred parts per billion. In pollution control, the last increments of reduction are always the most difficult to accomplish and the sugar industry was no exception. Natural processes offered the best way to reduce remaining phosphorous levels.
