Second, the linkages and complementarities between rural and urban economies suggest that public policy making is not a zero-sum game. Third, intra-urban inequality betrays the notion that urban residents constitute a distinct ‘class’ that works corporately to advance its own interests at the expense of a rural ‘class’.
Lewis (1954) proposed a dual-sector model of economic development in which low-productivity labour in the ‘traditional’ (rural) agricultural sector is transferred to the ‘modern’ (urban) industrial sector as an economy grows. Furthermore, Lewis proposed that the supply of cheap labour from the traditional sector was essentially unlimited in less advanced economies and that the expansion of the modern sector would encourage migration from the former to the latter. This migration would keep wages down, allowing for the high profits necessary for further capitalist expansion.
The distinction between these terms is important to keep in mind.
